The green sign announces

PUBLIC FOOTPATH
Fen Rivers Way
Waterbeach 4 miles, Ely 16 miles
(Also cycleway to Waterbeach)

normally cycling is not permitted on a public footpath.

The lack of any cycle symbol specifically permitting cycling suggests to me that this route has not been officially upgraded to permit cycling. Its a technical point!

The big red and white sign adds to the confusion by saying what else they consider is not permitted by the land owner.
